The digitisation of administrative processes in Montenegro has brought significant conveniences, but the Integrated Revenue Management System — better known as the IRMS portal — has also introduced specific technical challenges for businesses. Although the system is designed to enable secure authentication and electronic signing of documents without physical presence, the login process is frequently accompanied by issues that can slow down day-to-day operations. Understanding these obstacles is the first step toward resolving them — and recognising when professional technical assistance is the most efficient solution.
⚠ Most common errors when signing XML files
One of the most frequent problems users encounter is the error message “Buffer can not be empty” or a situation where the XML document signing process simply stalls without completing.
These stalls are almost always an indicator that the latest version of the digital signing application is not installed on the computer. What many users overlook is the requirement to completely uninstall every previous version of the software before running the new installation, followed by a mandatory computer restart so the system can properly recognise the changes.
Proper certificate installation and the role of middleware applications
For digital certificates issued by the MUP (Ministry of Interior), Post of Montenegro, or CoreIT to work without errors, the system requires a strictly defined environment:
- 1 The root certificate must be installed in the specific system folder called "Trusted Root Certificate Authorities". Without this step, the portal will treat the certificate as invalid even if it is correct and activated.
- 2 Proper installation of SCInterface Middleware or SafeNet applications is required.
- 3 Local network access must be enabled within your internet browser settings.
⚡ Administrative pitfalls: Employment verification and beneficial owners
Beyond technical settings, the IRMS system also performs an automatic check in the employee registry. If the person attempting to access the portal on behalf of a company is not currently employed by that legal entity, the system will automatically reject the login — regardless of the technical validity of the digital signature.
Additionally, the obligation to update data in the Beneficial Owners Registry (RSV) must not be overlooked:
- • All changes must be submitted within 8 days
- • Confirmation of data accuracy is required once a year, no later than 31 March
Failing to meet these deadlines or entering incorrect data can lead to serious administrative delays.
